Growth Capital Analytics (GCA) is an Ethiopian consulting firm delivering Strategic Advisory, Investment Planning, and Credit Analytics services to businesses, government entities, and development partners. As the urgency of climate action intensifies and the architecture of global climate finance grows in complexity, GCA is building a dedicated climate finance practice to help its clients navigate this landscape and secure the resources needed to drive adaptation, mitigation, and resilience at scale.

POSITION OVERVIEW
GCA is seeking a senior Climate Resource Mobilization and Climate Finance Expert on a one-year contract basis, with the potential for extension based on performance and engagement pipeline. The Expert will serve as GCA's technical lead on climate finance engagements, responsible for designing and delivering advisory assignments that help governments, development partners, and institutional clients understand climate finance flows, develop resource mobilization strategies, access international climate funds, structure blended finance instruments, unlock private sector capital, and expand the domestic fiscal space for climate investment.

The role requires comprehensive knowledge of the global climate finance architecture, including the Green Climate Fund, Adaptation Fund, Global Environment Facility, and Climate Investment Funds, as well as deep understanding of domestic climate finance mechanisms and the policy instruments that drive resource mobilization. The Expert will operate across sectors and client types, from advising a government ministry on its climate finance strategy to preparing a full GCF funding proposal, to structuring a blended finance vehicle for climate infrastructure investment.

KEY RESPONSIBILITIES
The Expert will lead climate finance landscape assessments at the national and sub-national level, mapping funding flows from domestic budgets, bilateral and multilateral sources, dedicated climate funds, philanthropic channels, and private sector investment. Building on these diagnostics, the Expert will design climate resource mobilization strategies that identify financing gaps, prioritize funding channels, sequence mobilization efforts, and provide actionable recommendations for institutional clients to scale their climate finance capture.

A core component of the role involves preparing high-quality submissions to international climate finance mechanisms. This encompasses the full proposal lifecycle for the GCF, AF, GEF, and other funds, from concept note development through full funding proposal, results framework design, safeguard assessments, and board submission. The Expert will also support entity accreditation processes and readiness program applications.

The Expert will analyze and advise on domestic resource mobilization instruments for climate action, including carbon pricing, environmental fiscal reforms, green taxation, climate-earmarked levies, and debt-for-climate swaps, modeling fiscal scenarios and advising on the political economy of implementation. The Expert will also structure blended finance mechanisms that leverage concessional resources to crowd in private sector capital, including credit enhancement facilities, first-loss structures, green credit lines, and climate investment vehicles.

Climate finance tracking and reporting will be integral to the role. The Expert will develop tracking methodologies aligned with international standards, establish budget tagging systems, and prepare climate finance reports for domestic and international stakeholders.

Beyond technical delivery, the Expert will represent GCA in climate finance policy dialogues, produce thought leadership content, build strategic relationships with climate fund secretariats and institutional stakeholders, and design and deliver capacity building programs for government and development partner staff.

REQUIRED QUALIFICATIONS
Education. A minimum of a Master's degree in Environmental Economics, Climate Policy, Development Economics, Economics, Finance, Public Policy, International Development, or a closely related field. A PhD or specialized certification in climate finance, climate change economics, or sustainable finance is an advantage.

Experience. A minimum of four (4) years of professional experience, with demonstrable, hands-on tenure in climate finance, climate resource mobilization, or sustainable finance advisory. This experience must have been gained in a management consulting firm, strategy consulting firm, financial advisory firm, international development organization, multilateral institution, bilateral donor agency, climate fund secretariat, development finance institution, or comparable professional environment. Specific experience in at least three of the following areas is essential: climate finance landscape assessments and resource mobilization strategy design; GCF, AF, GEF, or other climate fund proposal development and accreditation support; domestic resource mobilization for climate action; blended finance structuring and private sector climate investment mobilization; climate finance tracking and reporting systems; and climate policy analysis and NDC/NAP costing and financing. Experience working in Ethiopia or East Africa is strongly preferred. A demonstrated track record of successful climate fund proposal approvals is a significant advantage.

Technical Proficiency. Strong proficiency in financial modeling, fiscal scenario analysis, and investment structuring. Deep knowledge of the operational modalities, investment criteria, and application processes of major climate funds (GCF, AF, GEF, CIF) is mandatory. Familiarity with climate finance tracking methodologies (OECD Rio Markers, MDB joint tracking, national climate budget tagging) is essential. Advanced skills in Microsoft Excel and PowerPoint are required. Familiarity with data visualization and statistical tools is an advantage.

Core Competencies. Comprehensive command of the global and national climate finance architecture. The ability to develop compelling, bankable proposals and investment concepts. Outstanding written and verbal communication skills in English (Amharic proficiency is a strong plus). Proven ability to engage credibly with climate fund secretariats, senior government officials, donor representatives, and private sector investors. Strong analytical rigor combined with strategic, opportunity-oriented thinking. The capacity to manage multiple concurrent engagements under pressure and deliver to tight deadlines.

SELECTION PROCESS
Candidates will be evaluated based on depth and relevance of climate finance and resource mobilization experience (40%), technical knowledge and analytical capability as demonstrated through a technical interview or written assessment (30%), communication skills, stakeholder engagement ability, and executive presence (15%), and educational background and specialized certifications (15%).
